It has been substantiated that today it necessary take following measures legal organizational nature: provide liability insult case repeated commission an offense person subjected punishment similar within year; legislate definition «indecent form» insult; account another form humiliating offending public morality; establish normatively criteria assessing offensiveness words, expressions actions; consider possibility introducing arrest; significantly toughen sanctions increasing size fines.
